As of January 1, 2017, the German federal state of North Rhine-Westphalia provided (nearly) all geodata as open data without restrictions.

This applies in particular to the country-wide 3D building model with approximately 10 million buildings in LoD1 and LoD2 and, for example, to topographic maps, orthophotos and the digital terrain model for an area of more than 34 million km².

For more information, in German only, take a look at http://www.bezreg-koeln.nrw.de/brk_internet/geobasis/opendata/index.html or the Open Data Catalog at https://open.nrw/de/dat_kat

For more information about the properties of the building models, in German only, see http://www.bezreg-koeln.nrw.de/brk_internet/geobasis/hoehenmodelle/3d_gebaeudemodelle/index.html. This document includes download links for LoD1 and LoD2
